I've never been tested in amateur boxing. Come to think of it, they don't even test in some local pro boxing promotions.

Amateur boxing is VERY structured and safe. For the most part, the amateurs are governed by USA Boxing. At an amateur show, ALL boxers, coaches, refs, judges, supervisors, officials have the appropriate USA boxing licenses. I have my coaches license and I've been at shows where boxers and coaches were not allowed to participate because they didn't have their books. The matches are very safe. Refs won't allow fighters to get hurt. You always see standing eights and quick stoppages. If a fighter is over matched, the ref will stop the fight. I don't know anything about amateur MMA.

I went to a local King of the Cage MMA Event. They held Amateur FIghts before the pros. The Amateurs were not wearing headguards or shinguards. They were being chocked out, one passed out actually, knocked out, and many of them had cuts. And they are Amateur MMA fighters! For Free! No Pay!
