Froch like every other original member of the super 6, except ward agreed to travel or be an away fighter at some point in the competition. As I recall ward wanted his first stage fights at home. After the super 6 froch didn't travel after and didn't have to travel as proven with larger live gates than ward has had, which shows you are not correct
Can't blame Ward for having a superior negotiating team, especially since he was green, unproven, and not highly regarded going into the Super 6.

Not that it would necessarily have made any difference, Ward should have fought outside the US for at least some of his bouts, just as all the other participants did. The fact that he didn't has given rise to charges of home crowds (which in some minds, wrongfully equates to home cookin' ) and this has dogged him for a while. Combined with the long lay-off, it has prevented him from being as highly regarded as his skills and abilities would otherwise merit.
I don't think it really mattered. He had the first fight at home against Kessler. Then his round 2 opponent dropped out of the tournament and was replaced with Allan Green. Then his round 3 opponent dropped out and he had a non-tournament fight with Bika. And the semi-finals and finals were both contractually obligated to be in the US (a point Froch brought up several times, stating he had no problem fighting in the States, because he knew those rounds had to be in the States no matter what). So who's the real culprit here? I'd say Kessler's subpar team did a bad job negotiating on his behalf, and that Kessler and team grossly underrated Ward and paid the price. Again, you can't blame Ward for having a better team than everyone else had, especially when you consider he wasn't some big time favorite going into the tournament.
It's close, but I think he makes it. He had the potential to do a lot more but he's just got no ambition except for his bank account now.
HOFs fight for the fans, not just for themselves. The way he fights, the backdoor shenegians, and those he DID'T face doesn't permit him to enter HOF status. Beating Froch at home in a closish fight simply isn't enough: give me Stevenson, Kovalev, Betterbiev, GGG, and then we'll talk.
