Is Andre Ward the new level of boxing, like Usain bolt is in running?

I don't really think of Ward as an ultra talented fighter like Rigo, Loma. I see Ward as a high ring IQ fighter whose game plan takes advantage of the opponent's weaknesses. He'll fight dirty against fighters like Kessler who prefer a more technical fight. He'll body fighters like Froch to frustrate and negate his power. This is why I say the Kova vs Ward fight will be an ugly fight. Kova is pretty good from a distance and Ward will likely keep it on the inside and literally use his head a lot (which he's known to do).
