It really isn't. Remember Bob Arum saying he was going to boycott the CSAC after they busted Margocheato with his loaded wraps? If any one state commission took it upon themselves to institute a really good testing protocol they would definitely lose business simply because the cheaters would fight elsewhere rather than accept the higher risk of getting caught. Also, why would they want to shell out the additional costs of more effective testing if they didn't absolutely have to?

 

My pt is, this trail it, not just Pacquiao but everyone starting this month world wide for PED, EPO and HGH.Every single boxer should get randomly tested every fight, why just M.P.and Floyd?
