He is clean, it's been proven by the commission administering the test in all his fights. The same commission that tests every fighter before and after the fight.

Possibly true, but completely irrelevant to any of my points. The fact is, Pac has always taken and passed any tests required of him by any boxing authority sanctioning any of his fights. And he is willing to play by those same rules, rules mandated by the Nevada state athletic commission, which is the legitimate rule-making body in this case. He is willing to go as far, and further, than any of Mayweather's other opponents did. And given that not a shred of evidence has been presented by anyone that he is anything but clean, Mayweather should be prepared to engage under those same conditions. The rules aren't set by your opponent. Clearly, Floyd lacks the confidence to face Pac under the usual protocols that have prevailed (and continue to prevail ) for all championship fights. If he feels they are not sufficiently strict, he should lobby the boxing authorities to make changes. So far, the authorities are 100 % with Pac on this matter. Floyd is giving the clear impression that he's scared to face Manny. That is a very rude (and kinky !) thing to say.
In Pacman's case, because he is too good and the self proclaimed "the best fighter" is either jealous or scared or both, Pac is presumed dirty unless proven otherwise!atsch
