NO, Mayweather and Pac are way above him . . . I do not see him in in the discussion with those two around. Top 3-5 IMO

Hopkins is from a different era, he's of the Jones, Holyfield, Toney, Whitaker, Oscar era. His longevity is just nuts.

No. Great fighter but I can't rank him above RJJ, Mayweather or Pacquiao. You could argue that Morales, JMM and Barrera are above him too.

If had wins over Jones in their first fight. Had he beaten Taylor and Calzhige than a strong case could be made.

    In the Post Whitaker era
    1. Mayweather
    2. Jones
    3. Hopkins
    4. Lopez
    5. De La Hoya
    6. Pacquiao
    7. Marquez
    8. Barrera
    9. Moralas
    10. Lewis

I'm guessing by era you mean around 93-Present? NO and not even close.

    Pacquaio
    Mayweather
    Barrera
    Marquez
    Morales
    Roy Jones
    Lennox Lewis
    Trinidad
    De La Hoya

all clearly more accomplished fighters in this era.

    Let's see:

Bernard Hopkins won at least one fight in every calendar year since 1990. (Neither Pacquiao or Mayweather can claim that. Heck, Mayweather did not even fight in 2008, due to a 'pathetic' retirement.)

Hopkins never lost in his prime. (Pacquiao cannot claim that, as he lost to Erik Morales.)

Hopkins made 20 successful defenses of his Middleweight Championship. (Something neither Pacquiao or Mayweather will never do.)

Hopkins has a willingness to fight anyone, anywhere, anytime, and never ducked anyone. (Can't say the same about Mayweather.)

Even after his prime, Hopkins still defeated top, undefeated prime fighters (such as Kelly Pavlik). I highly doubt Pacquiao or Mayweather will do that in their 40's.

Look, I could go on and on, but I think the facts speak for themselves. No matter how you try to slice history, there is no way any real, unbiased boxing fan can conclude putting Pacquiao or Mayweather ahead of Hopkins.
