I found this list somewhere on line. Seem a reasonable top 15 to me.

    15. Joe Calzaghe

Notable wins—Mikkel Kessler, Bernard Hopkins, Roy Jones Jr.

Highlights—Fast, quick, and great fighter. Beat 2 all time greats. He never lost.

Drawbacks—He beat 2 all time greats when they were way past their best. Never really beat great fighter in their prime.

    14. Juan Manual Marquez

Notable Wins—Joel Cassamoyer, Juan Diaz, Marco Antonio Barerra

Highlights—Brilliant fighter who can throw any punch in the book, his last win over Juan Diaz was something special.

Drawbacks—Lost to 2 fighters he shouldn’t have, Freddie Norwood and Chris John. Came up short both times against the great Manny Pacquiao in close fights.

    13. James Toney

Notable wins—Michael McCallum, Vissily Jirov, Michael Nunn

Highlights—If we were talking about best pure fighters, he would be top 5. He did everything well.
Drawbacks—Failed 2 steroids tests. And lost to a very average Montell Griffin twice. And gave terrible efforts against other average fighters, Dave Tiberi and Drake Thadzi.

    12. Lennox Lewis

Notable wins—Evander Holyfield, Mike Tyson, Vitali Klitschsko

Highlights—Best pure heavyweight of the last 20 years. Beat all the best heavyweights besides Riddick Bowe, who refused to fight him. Avenged all his loses.
Drawbacks—Knocked stiff by 2 very average fighters, Hasim Rahman, and Oliver McCall.

    11. Felix Trinidad

Notable wins—Fernando Vargas, Oscar De La Hoya, and Pernell Whitaker

Highlights—Brilliant offensive fighter, and he was extremely popular among his fans. When he was on, there was nothing better to watch from an offensive stand point.
Drawbacks—When he lost, he lost huge. In his 3 defeats, he was totally dominated. Most believe he should have not gotten the De La Hoya decision.

    10. Marco Antonio Barrera

Notable wins—Kennedy McKinley, Erik Morales twice, and Naseem Hamed

Highlights—A complete fighter, he could box and brawl. Was at the top of the sport for 10 plus years, he like Morales was rarely in a bad fight. Made the change after to Junior Jones fights to become a complete fighter. His domination of Naseem Hamed will probably go down as his best win.

Drawbacks—Lost twice to Junior Jones, who turned out to have his number. No shame in losing to Manny Pacquiao twice, and Juan Manuel Marquez late in his career. But in order to rank higher you need to win those fights.

    9. Oscar De La Hoya

Notable wins—Julio Cesar Chavez, Pernell Whitaker, Fernando Vargas

Highlights—From 1995 to 1999 he was one of the top 3 fighters in the sport. People tend to forget that about Oscar. He dominated at lightweight, and was a darn good welterweight. Along with Felix Trinidad had the best left hook in boxing over the last 20 years.
Drawbacks—No shame losing to Bernard Hopkins and Floyd Mayweather jr when he was past his best. But he lost his defining fights to Shane Mosley in 2000 and 2003, and also ‘lost’ to Trinidad in 1999.

    8. Shane Mosley

Notable wins—Oscar De La Hoya twice, Fernando Vargas twice, Antonio Margarito..

Highlights—The most underrated fighter on this list. Super fast, and great body puncher. Some people seem to have him rated below Trinidad and De La Hoya, but that makes little sense. Mosley won the Head to Head matchup with De La Hoya, and did better against common opponents then Trinidad did(except Ricardo Mayorga). Also Mosley is still at the top of the sport while the other 2 are retired.
Drawbacks—Balco affilition in 2003, No shame losing to a bigger Winky Wright, but also lost twice to Vernon Forrest. In order to get ranked higher he needs to win one more career defining fight.

    7. Julio Cesar Chavez

Notable wins—Meldrick Taylor, Tony Lopez, Greg Haugen

Highlights—The a complete aggressive fighter who took his opponents will. His win over Meldrick Taylor in 1990 was the fight of the decade, and it defined him. A great warrior, who never quit coming. Also had one of the best chins of this generation. He may have rated higher if we were to take into account his pre 1990 record.
Drawbacks—Lost to Pernell Whitaker(That fight was not a draw) and to Frankie Randall. Yes he was past his best against Randall, but it was still a loss. Was considered the best fighter in the sport in the early 90’s until Whitaker knocked him off.

    6. Evander Holyfield

Notable wins—Mike Tyson twice, Michael Moorer, Riddick Bowe.

Highlights—Great action fighter, who beat much bigger men, he was the greatest cruiserweight of all time. And he became an all time heavyweight. His wins over Bowe, Tyson and Moorer cemented his legacy has one of the best of his generation. Like Chavez would have probably rated higher if we take into account this pre-1990 record.
Drawbacks—2 losses to Bowe and to Lennox Lewis (yes he lost the 1st fight)And a loss to Moorer too when he was still considered at his best.

    5. Floyd Mayweather Jr.

Notable wins—Diego Corrales, Oscar De La Hoya, Ricky Hatton

Highlights—Best boxer of his generation. Only Pernell Whitaker could be considered an equal when it comes to defense. He won 5 titles in 5 weight classes. One of the best 130 pound fighters of all time. If you want to see how good Floyd can be pop in a tape of his fight against Diego Corrales, that was something special.

Drawbacks—He avoided challenging fights. Should have fought Shane Mosley, no matter how you spin it. Floyd said no to Shane. You can’t be considered the best unless you beat the best. No matter how good you are. If he fights Manny Pacquiao and Shane Mosley his rating could change for the better.

    4. Bernard Hopkins

Notable wins—Winky Wright, Antonio Tarver, Felix Trinidad

Highlights—He owns 3 wins over 3 guys on this list. Other great wins against Kelly Pavlik and Oscar De La Hoya. He one the smartest fighters to ever grace the ring. He was special, and maybe I have him rated too low. Great boxer, and great chin. Considered one of the top 5 middleweights of all time.

Drawbacks—Lost twice to Jermain Taylor, lost to Roy Jones Jr and Joe Calzaghe as well. Not particularly fun to watch, but when does that count when we are talking about greatness.

    3. Roy Jones Jr.

Notable wins—Bernard Hopkins, James Toney, Virgil Hill

Highlights—The most talented fighter on this list. Power speed, grace. He is arguably the most talented fighter since Sugar Ray Robinson. His shut out win over a prime James Toney will go down has his finest moment. Some times his performances were breathtaking.

Drawbacks—CHIN….If you wanted to get mentioned with the Sugar Ray Robinson’s and Henry Armstrong’s, you can’t get knocked out by Antonio Tarver and Glen Johnson. It is that simple. For how great Roy was, he still was knocked by 2 above average and not great fighters.

    2. Pernell Whitaker

Notable wins—Azumah Nelson, Julio Cesar Chavez(yes he won), Buddy McGirt

Highlights—He toyed with opponents. He wasn’t the funniest fighter to watch, but man was he good. If you don’t believe me, watch his fight with Azumah Nelson. Azumah tried and tried, but he just couldn’t touch Whitaker. Along with Mayweather his is the best pure boxer of the last 20 years. Never truly lost a fight until the 1st De La Hoya fight(yeah I thought he lost)

Drawbacks—No too many. He was boring to watch. He liked to clown and hot dog. That is pretty much it

    1.Manny Pacquiao

Notable wins—Juan Manuel Marquez, Marco Antonio Barrera, Erik Morales, Ricky Hatton.

Highlights—If you really think about this, it is a no-brainer. This man won titles all the way from flyweight—112 pounds to 140 pounds. That is simply incredible. He came along in the Featherweight golden age, and he established himself as the best of the great lot. Now there is talk of him fighting Shane Mosley and or Floyd Mayweather. If he were to fight and defeat them, think Muhummad Ali, think Sugar Ray Robinson, sorry old timers. But if he were to go up and beat either of those guys it would put him alongside anybody who has ever laced up the gloves.

Drawbacks—He lost twice as flyweight, and the 1st Morales fight. But that is being nitpicky. He is the best of this generation.

But how can he be the greatest of that last 20 years if he wasnt even the greatest current fighter? I mean was he ever p4p 1??

And 2005 was Bernard Hopkins' worst year... He lost twice that year, after going 11 straight calendar years without a loss (1994-2004).

But seriously, going 11 years without a loss... That's just amazing :)

I think Hopkins was p4p#1 intermittently between 2001 and 2005. It was Mosley in 2000, then Hopkins in 2001, because at that time Roy was not fighting great comp. Then obviously Roy went back to #1 when he beat Ruiz, then it was Hopkins again up till he lost to Taylor. I'm sure the top spot changed a few times from 2000-2005, and Hopkins was always either #1 or #2.

Hopkins, was never p4p #1, and he was a dirty fighter throughout his career. Just look at his fight with Winky.
