Yes he is! I've said it on these boards before that I have little respect for that sham. I was at that fight and the judges screwed Martinez who completely got into the head of Cintron. I hope he does end up fighting Cotto so he can get ever more exposed and then labeled for what he truly is which is a gatekeeper.
