Let's see how Garcia will do against good prepared Morales. Tho Morales is paaaaast his prime but still solid.
i meant to list sergio in my original post. he's in the discussion but i think donaire's year beats him out, plus he won the award two years ago. when there's no standouts, i think that plays a factor.
My vote is for Brandon "Bam Bam" Rios, as he impressively wrapped up his lightweight career against Richard Abril and then moved up 140 and TKO'd a guy so highly regarded that he's now the logical choice for a fight with Manny "Pac-man" Pacquiao.
Garcia if he makes a statement and knocks out Morales. Otherwise its likely Donaire who would be deserving. Another that could gain some attention is Guerrero. If he was to dominate Berto and win by KO or something spectacular, he could get a mention, for coming off a year inactivity from a shoulder tear, moving up two weight classes and winning both fights. Just a thought.

When you take into account the inactivity of the other top fighters, a win in December would seal it for Donaire. If JMM gets the decision over Pacquiao, I'd be happy to see him get it.
