if you consider the top 100 ATG's then yes he is one. But i pretty much go by Top 50 and he isn't in there.
i think he is.... he does have victories against barrera and most especially pac. has beaten jr. jones and pac who barrera have never beat. he's a 3-weight champ and probably in the top 7 greatest mexican boxers of all time. i have him just in the top 100 ATG. he is certainly higher than jmm in that list. not sure about barrera though.
