Collazo beat Ortiz and should've gotten the nod against an undefeated Andre Berto. I wouldn't call him C level, as he was better than anyone Hatton had fought outside of Tszyu. Hatton was 40-0, but he had fought exactly one fighter who posed a serious challenge to him. He moved up and fought a very solid welterweight who was bigger and had spent his entire career there. His next figjt at welter would be against one of the GOATs, and he got dealt with in the same way that he would've been dealt with at 140. If there is any doubt, think about what happened when he fought another ATG at 140 after moving back down to a weight where he was allegedly better. Hatton was the same guy at 140 and 147. His mauling style simply did not succeed against better, stronger, more versatile fighters. He'd have lost to Bradley at 140. Cotto, too. He'd have his hands full with an Amir Khan. Please stop pretending that his 40-0 record meant more than it actually did.

Collazo has made no such impact at WW to come to that conclusion. He gave some good fighters a tough time, but otherwise, did nothing of note.

40 year old Vince Phillips? Nah. And Collazo performed much better against the elites than feather-fisted Malignaggi, who was pretty much dog walked whenever he tried to step up. You are deluding yourself if you think Paulie was a stiffer test than Collazo... and you and I both know that Ricky would've handled Paulie the same way at 147. Hatton fought a bunch of no-hopers at 140. At worst, Collazo at 140 would be his third toughest test after Pac and Tsyzu. Kostya quit, but Pac had stopped him in two rounds. Two rounds. Hatton looked like Hatton at 147, IMO. He just found another guy that gave him stylistic problems and was also physically stronger than he was. There were other guys like that around at 140 that Hatton never tried to fight.

Irrelevant really. Hatton loses to both at either weight. And likely gets starched at 147 just as fast by Pac. This is about which weight Hatton was at his best. Again, that's 140 as evident by his record. If you need to continue thinking about which weight was his best, watch him at both. And if you still want to say how Collazo was better than anyone Hatton faced aside from Tszyu, actually discuss Collazo's record, not just bringing up Hattons.
Depends on context. Is he a hall of fame level fighter absolutely. Was he carefully matched, yes that is also true. In terms of best ever, yes clearly overrated.
