both, plus he didnt fight pac so its not a lack of competition in his era, he chose not to take the fight.

A lack of depth , no fighter right now at welter or light middle even has a jab.

Overly careful in his choice of opponents.

He fought Hatton at welter when I doubt Hatton would have been in anybodies top ten in that weight class , he them fights JMM at the same weight two years later after Williams , Cotto , Mosley and Marg have all faded.

But lastly Floyd is gifted , but not unbeatable.

    He's good.

Lots of talent out there at 140 -154.

    He's just better.

He only picks fights he knows he can win
He loves to look good in fights and he ducked some serious competition imo
He's a good fighter but has made himself look better than he is through careful matchmaking

He is an old school fighter with old school skills who has taken it to another level.

    It is both.

Floyd is exceptional, an absolutely brilliant fighter, the best of his generation for me. I think Floyd is in the class of the great fighters who have come before him. But there is unquestionably a big gap now between the best - the war machines, built for the fight game, Roy, Pernell, Money, Pac - and the rest.

This, I think is because fighters who are talented make nut sooner. You don't even need to be something special to hoist a belt and pocket that change these days, do you? So guys are dropping off before they have fulfilled their potential, at least sometimes.

Furthermore, their individual weight classes are horribly weakened. For example, all the contenders that are competing at min, light-fly and fly would be crowding the top ten rankings for just flyweight a lot of years ago. That dilutes available comp, means a fighter generally meets with weaker fighters and so, by extension, learns less.

Modern fighters fight less. Twice a year is about the norm. It used to be six, ten, more. Learning more, learning fast, learning to get by on tricks and traps because you are physically not at your best - but the trick, the trap, it's still valid when you are at your best.

Fighters spar less now. New research about brain damage sustained regardless of a fighter wearing headgear has limited training for these gains.

In short, you have the very best, the naturals, at the top of the tower. These guys are clearly as good as they ever were, and you could drop Floyd and Pac at their best in any era and they'd be among the best, that's nature. But for the guys who aren't naturally disposed to brilliance, they had more opportunity back then to improve, to learn, to clamber the tower.

Now a guy like Canelo, he's primed at such a young age, with so little great competition under his belt. I mean imagine if this guy had fought ten or twelve top, top fighters on his way to his meeting with Floyd? Imagine what that would do to close the class gap?

So Floyd is exceptional, but the chasing pack are weaker than they have ever been due to the proliferation of titles, weight classes, money, safety.

I don't think its so much the competition its more just peoples perception. Most of the time when comparing Mayweather its basically his WW career vs anothers entire career realistically comparing Mayweather to another ATG like Leonard. Leonard started at WW Mayweather at SFW.
In Leonard's 1st weight WW he managed to fight 2 ATG's in Duran x.2(splitting the two) and Hearns an a handle full of HOFers in F.Mayweather sr, Benitez, Green.
At Mayweathers 1st weight SFW he beat arguably an ATG SFW in G.Hernandez a HOFer in Coralles and HOF caliber fighters in Manfredy, C.Hernandez, Chavez.

At Leonards 2nd weight JMW he only fought twice winning a title against a HOF quality fighter in Kaluie and a loss to Norris at the end of his career.
At Mayweathers 2nd weight LW he beat an ATG LW x.2 in Castillo(both close fights) and two contenders in N'Dou and Sosa.

Leonards 3rd weight was MW here he competeted against an ATG MW in Hagler(winning a CLOSE decision) and a loss in his last fight to Camacho.
Mayweathers 3rd weight JWW was his weakest division as far as comp beating a HOFer in Gatti and Corley coming off a close SD lossing his IBF title to Judah.

Leonards 4th weight SMW were rematches with again ATG's winning in Duran III and a draw in Hearns II.
Mayweathers 4th weight WW he beat an ATG in Marquez, HOFers Mosley, Judah*, undisputed champ's Baldomir & Hatton(JWW) and reiging champ in Ortiz.

Leonards 5/4* weight LHW he fought for the LHW belt/vacant SMW belt in a CW vs Lalonde.
At Mayweathers 5th/current* weight he fought an ATG in De La Hoya, a HOFer in Cotto, and a unbeaten unifyed champ in Alvarez(at 152 cw).

As far as trajectory Mayweather is on par with almost any fighter in history

Hes very very good. Until he fights more dangeous opponents i cant say if he is too good but there is such a lack of real comp.
