In my opinion, Yes, by virtue of being undefeated for so long and for giving Canelo the toughest 24 rounds of his career, and how he fought valiantly down the stretch of the rematch, even in a losing effort. For me, you don't have to win the biggst fight of your career to become a legend in boxing or even an ATG. When you're fighting another legend, you just have to leave it all out in the ring and give the fans a great fight. I felt GGG did that against Canelo. It wasn't enough to win, but he still fought like a true Champion. When Sugar Ray Leonard lost to Duran the first time, it didn't matter that he lost the decision. SRL became a legend that night, that performance only enhanced the legacy of both Leonard and Duran. I don't care how many tomato cans GGG fought, he was a reigning undefeated Middleweight Champ for a very long time and was a very feared fighter. The knockout streak created a dramatic storyline and it made it that much bigger when he fought Canelo. Though when Jacobs went the distance with him it kind of took the luster off that a tad. But you also knew that Jacobs was a highly skilled and elusive boxer so him managing to go the distance only reinforced the idea that it would take a special fighter like someone as good as Jacobs to last 12 rounds with GGG. But yeah I gotta hand it to GGG, I think he's been overrated a tad by his loyal fans, but he was tough as nails and isn't just a big puncher, he's also a high level boxer as well. We saw that against Canelo. I look at Canelo's wars with GGG like I do Leonard vs Duran 1, you had two fighters going the distance leaving it all in the ring and enhancing both their legacies by how they fought.
Two wins over the ''greatest fighter of our generation'' when he was way past his prime and said greatest fighter of our generation was on PEDs and would've had a significant weight advantage over him in both fights. Good enough to be shamelessly ducked by the ''greatest fighter of our generation'' until he saw the signs of ageing and decline he'd been biding his time waiting for in the specially designed Kazakhstani-proof state of the art electrified chicken coop he'd had constructed to hide out in until then albeit to be fair many many other world champions and top contenders ducked and avoided GGG like he had leprosy too.
Canelo beating GGG was a bonafide ATG win. Canelo got his signature ATG win because GGG spent his whole career building himself into an unstoppable monster only to be wrecked by the man who would become his superior, Canelo.
