I dont think he was as devastating as a prime Tony.
He certainly didn't have the power of Margarito (whether it was ill-gotten or not will always be up for debate).
Although Guerrero is marginally more skilled, i think Tony was an overall better package, in terms of size, power, ability to cut off the ring.
