Weighting your hands or punching with resistance bands not only doesn't improve your hand speed or punching power in the slightest, it can really hurt your timing too. I aleays cringe when I see dudes shadowboxing like that.
Pacquiao, Lomachenko, Garcia, Khan, and Russell Jr. can all show lightning speed throwing a high volume of punches in training clips. Of the group, only Pacquiao has demonstrated that he can throw multiple punch combos w/ blistering speed AND power behind the punches. Timothy Bradley called every punch in his combos "death blows". Lomachenko will throw combinations, and they're fast, but they're more like quick probing jabs or distraction tools. Russell Jr. has also thrown blistering combos, but there's no power behind his shots. Loma, Gary, and Khan may put together fast combos, but they don't come with damaging power.

Id say Ryan currently has the fastest hands in terms of just raw speed with incredible fast twitch explosiveness. Pacquiao isn't as fast but he has the best "overall" speed in terms of moving his whole body, footwork, and in combinations. Lomachenko is deceptive and tricky which makes him appear faster than he actually is. Im not calling him slow, I'm just saying it's a combination of his technique and deception+ his speed that frustrates his opponents. Terrence Crawford is the most nimble and graceful with his footwork and rarely gets hit flush.
