Is it fair the the IBF will not allow Kubrat Pulev to defend his EBU title?

Kubrat Pulev became the European (EBU) heavyweight champion in May 2012 by defeating Alexander Dimitrenko last year.

Then, Kubrat defeated Alexander Ustinov in the opening round of the IBF's four man eliminator back in September 2012.

He was supposed to fight Tomasz Adamek in the final, but Adamek dropped out. Now, the IBF is making Pulev wait for more long months for the winner of Cunningham-Fury. There is no guarantee Fury will fight Pulev if he wins.

Sauerland planned to put Pulev into a EBU title defense this spring instead of remaining inactive until he fights the winner of Cunningham-Fury.

However, the IBF has decided that Pulev will lose his status and not be allowed to fight in the final eliminator if he defends the EBU belt of takes an interim stay-active fight.

Is this fair? Why will the IBF not allow him to retain his ranking as the #1 IBF contender if he takes a fight to stay active?

When Eddie Chambers dropped out of the last four-fighter IBF eliminator, instead of fighting somebody else, Tony Thompson was declared IBF mandatory. But when Adamek dropped out, Pulev has to wait many months because the IBF has set up another semi-final eliminator. Does the IBF have a double standard?

And from what I'm reading today, Tyson Fury may decide to fight David Haye instead for a bigger payday, so Pulev's long period of inactivity will be for nothing.

Pulev should of automatically became mandatory challenger to Wlad just like Thompson did.
IBF are currrently being accused of corruption and with Pulev being lowballed, who Wlad would not be happy to fight shows k2 are probably in on it as well.

Pulev should be able to defend his title while waiting for his shot. By the time he faces the Fury-Cunningham winner he'll have been off a year if he doesn't fight first.

I'm skeptical Fury even faces Pulev if he beats Cunningham. He seems to be talking aobut every fighter(regardless of weight) besides Pulev. If Cunningham were to upset Fury I'd guess he'd still face Pulev.

Is there anything stopping him having a non-title stay-busy fight?

If they're not letting him have one of those either that's a ****ing joke.

The IBF has decided he cannot have an interim fight to defend his EBU title without losing his status as the IBF #1 contender and his place in the next final eliminator.

That's definitely not fair - inactivity ruins a fighter.

Maybe he'll be forced into a 'sparring' fight minus the headgear and what have you like Povetkin vs Seldon a few years back.

Wasn't Price supposed to fight Pulev once he beat Thompson. At least that was the plan...

No one is forcing Pulev not to fight. The IBF has not control if he decides to fight or not. Seems like he's trying to cash out because its an incredibly bad career move to have only 17 fights, be inactive and than go to Wlad. He has other options such as climbing the rankings of another org. Would Wlad not give him a voluntary defense? That would be odd considering he gave shots to Wach and Pianeta, neither who are true world class fighters.
