No. Lots of boxers (particularly bigger men) do this, Ali did it a lot. Wlad does it a bit too. It's often confused with pawing. (It often gets right-hand countered)
Getting away with something doesn't mean it's not at the referee's discretion to call you on (Khan/Peterson). The referee has always been able to call you for that. But, let's be honest, there aren't many heavyweight champs on film who didn't use tactics the ref could call them for on a regular basis, usually getting away with them. Foreman outright shoved anyone into range whenever he felt like it, which was whenever someone was too close for comfort, even hulk smashed a guy in his first defence while he was on the ground, Ali held and pulled down on the back of heads/necks, Lennox and Volo both stiff-arm and draped themselves on backs, Holmes stiff-armed, Holy butted and Tyson, well, he literally had to openly bite a guy twice, and take flesh off to lose a fight because of his illegal tactics. It's legal because he had his fist clenched. If his hand was open and he held the palm of his hand in front of Bruno then it would have been illegal.

you are not supposed to be able to do that (Coast a fighter) with the left hand like that but most refs do not penalize you for that, Evander Holyfield did that in the Vaughn Bean fight and was told not to coast him like that.... didnt lewis hold and hit when he knocked out Bruno? similar to the way he did Michael Grant? I mean thats clearly a foul to me
