If by "elite" you mean a top ranked welterweight? Sure. If be "elite" you mean an established/reigning champion at 147? No. Khan will win some and lose some. I personally think Thurman would chin check Khan. Just for starters. I need to watch more of Brook to get a better feel for his style before rushing to judgement there. Porter would be interesting for sure, I could see that fight going a couple of ways. I just don't see Khan being the dominant force in the 147 pound division. Just IMO. And I'm not a believer in shoe shining tactics either. Somebody who times and sits down on his punches can definitely put some leather on Khan who still looks chinny to me.

You know who's elite? Wlad Klitschko. No chin. But excellent ring intelligence and defense. And incredible power. It's alright to have a weakness but your strengths have to make up for it. Khan has weaknesses that make his other weaknesses even worse.

He's between B minus and B plus, which is a basic B. He has a mixture of elite and poor abilities, but he cannot find a way to fuse them and paper over the cracks like someone like Froch can. That Algieri performance was mediocre all things considered though I felt it was a definite win for him, I've always thought Mayweather knocks him out by round 9, Pacquiao by 5 and Brook will be absolute hell for him.
Depends obviously on how highly you rate Khan and your definition of elite. I consider him top 10, maybe top 5 in the world in his weight class, plus he has done quite well in a previous weight class. I would say he is among the elite in his weight class. He's not top 10 P4P so I would say possibly not elite P4P. I am going to be kind and say he is elite because if you look at how many active boxers there are in the world, Khan is probably in the top 5% or something in his division.
