No, he isn't. He has possesed world class skills, yes, but James was never dominant at any of the weight classes he competed in.His biggest wins at middleweight were Michael Nunn and Reggie Johnson, okay, not bad, and went on to draw with and then unanimously decision an aging Mike McCallum at 168, lost to Drake Thazdi(?) at 175, beat hugely overrated Vassily Jirov at 190, then a washed up Holyfield , and a pathetic John Ruiz at heavy.Of course he forfieted the win over Ruiz because he tested positive for steroids (fatso should get his money back). His success at heavy was mostly because of the horrific condition of that division.
Toney never lived up to his potential because he decided he wanted to eat enough for an Afghan village every day. He never dominated a division because he was too busy getting chubby , he lost to second raters like Thazdi, and seemingly accomplished everything in his later career with the help of a pharmicist.
He might be an all time great at the buffet table , but not in boxing.

    ^^^

Toney's first 2 fights with McCallum were @ 160, and the last one was at cruiser I think (maybe LHW, I need to check it).

Anyway, he's probably top 100, but it would take me a long time and more research to compile such a list.

Toney had his win taken away because he tested positive for Nandrolone.

You can say Toney probably would have won without the roids, but the fact is, he had them in his system and it was a no-contest.

He got the belts stripped from him for testing positive for illegal steroids and that win was turned to a NC.
He also tested positive after another fight I believe.

His fight against Batchedler in San Jose, both tested positive for.

That was one of the worst fights I've ever seen. That might've been worse than Judah-Witter.

Nandrolone (Deca) is performance-enhancing. That's what he tested positive for in the Ruiz fight.

In the fight earlier this year against Batchelder, he tested positive for a steroid designed for horses to lose weight.

    :-(

Seemingly found traces of nandrolone---which occurs naturally in the human body-----but used extensively by bodybuilders to promote quality muscle gains----if true "tough ****' cause dirty mouthed Toney is one of my favorites of old.....

Lights Out is top 100, probably not top 50, although he could have been top 50 if he took his cruiser/heavyweight reign seriously.

I feel he comes in around 70-80 from 1900 to 2007.

    yeah that's about right.

too many lost years for him to be top 50.

good fighter but he is a cheat.

to fail 1 steroid test should mean a 2 year ban,

to fail 2 should mean a ban for life and disgrace.

look at marion jones treatment-stripped of all her medals and now in disgrace as it should be and compare that to toney.
