Bowe was still pretty much considered the best HW until the Golota fights. Then Holyfiled vs Tyson saw Evander regain the status. As someone who watched 90s unfold, nobody gave a **** about Foreman's lineal claim to beating Moorer. Ring even knocked him off the top 10 after Shultz clearly bested him.

Imho what's impressive about floyd is his boxing skills. Yes, sure, his streak too, why not. But that, for me, is in a second place. I would continue saying that floyd is the best fighter I have ever seen, had he his zero or not.
