The public consensus of Joe C is not that very high, especially taking into account his last fight.

    So I'd say no.

Wales is also a fairly small country in comparison to others, and most of Joe C fans are Welsh (well, British, but still)... And the only people that over-rate him are his fans.

Still, on THIS board, he'd be way up there. In general, no way.

JC underachieved a bit and probably would have benefited more form taking a risk in 2000-2001 and fighting RJJ in his prime and perhaps BHOP in 2002-2003 which he may have lost but earned more respect from overseas fans.

True. He might've had two losses in the process but i think from an overall perspective from boxing fans, he would've gotten more respect for taking on big challenges oversea, especially if he held his own. As it stands right now, there are a lot of fans who question his legacy. And i think rightfully so. And he can't really turn back the clock. It is what it is. There will always be lots of fans questioning his legacy. Unless if he fights 2 - 3 more top level guys like Tarver, Dawson, Johnson, etc and beats them. But that's not happening.
