Maybe. He was a very good fighter in his prime, but his resume is a little thin. Im not sure beating an Old Popkins would qualify him as a bonifide HOF'er. But we'll see.
To me the most telling aspect of a fighters career is their records against other world titlists. Kovalev has a record of 6-4 (4 KO) against former or current world titlists: Won against Gabriel Campillo, Nathan Cleverly, Bernard Hopkins, Jean Pascal (twice), and Eleider Alvarez. Lost against Andre Ward (twice), Eleider Alvarez, and Saul Alvarez. He was an impressive talent in his prime, but between a lack of talent in the division and the other top guys avoiding him I wouldn't say he has the most impressive record. I don't know what would make the cut, but I wouldn't have him on top of the list for getting into the HOF either.

It’s really not fair what happened to him and GGG in those first fights vs Ward and Canelo. They both deserve those signature elite wins on their resumes. Both guys would have had a guaranteed trilogy had the judges did the right thing in both fights. Kovalev is definitely a HOFer he unified 3 belts and defend it. His 10 total title defenses including 8 consecutive during his prime reign is enough to get him in.
I think he was very good and worthy great but nevertheless a flat track bully. Ward took his soul no doubt about that.
No, As I say this I'm thinking about some recent guys in recent years that were eligible for the HOF that haven't even made it in. They were better, bigger names than Kovalev that accomplished more throughout their careers and they aren't in yet. He's not a HOF'er. A very, very good boxer not not HOF. And I'm not being biased, I thought Kovalev was P4P #1 for a time. It's a very top heavy lineup and he's a shadow compared to some guys, no way I see that he gets votes over them.
