Wins over Ward, old Hopkins, Pascal x2..... ? Cant think of any other real significant victories but maybe Im forgetting them. I think hes borderline either way. Wouldnt really argue that hard for or against, but Id probably lean towards no if I had to pick.

Imagine if AJ had Virgil Hunter like Andre Ward did against Kovalev instead of the jokers in his corner.
His best win was a prime Cleverly, who lost against Fonfara. He was dropped against Caparello and looked terrible against Chilemba. Not sure if HoF is the right place for him. He won against Ward though.
If any other fighter had what should be a victory over two guys who had beat Kovalev, they'd be HOF worthy. So, Kovalev himself has got to be HOF worthy.
I think his win over Alvarez in the rematch was decent.. Alvarez has beaten Bute, Pascal , Chilemba & Kovalev.. Stevenson avoided him too.. Kovalev dominated him when many had written him off..
