in the lower weight classes in the last years?

Seems everyone is making weight most of the welterweights blow up to 165 some even 170

It is a known that pac does not cut weight all he does is train does not have to worry about his infact he eats lots of steak and rice and chicken fighters these days have to have a weight loss plan in place and also cutting down on their meals.

Pac would make 135 easy more easy all he would have to do is instead of having 6/7 meals like he does to stay at 147 he would eat maybe 4 meals and train like normal

I think at 130 is the weight were he would of to make weight like everyone else

Well he walks around around 160.

Hes weighed 152 against Mayweather. Hes a small WW sure, but I wouldn't say he "doesn't cut weight"

He is nearly 40 as well

He does not cut weight like the rest of those guys i mean

You know he eats 6 and 7 meals to fight at 147?

Him making 130 at this time would be the equivalent of brook or thurman making welterweivght

Every fighter cuts weight even if it's only a little and Pac cut loads earlier in his career.

Hopkins is another fighter who never cut much weight. He often came in a few lbs above middleweight, weighed only 179lbs in his last 2 fights, most he ever cut was probably in the Pavlik fight where he dropped down to 170lbs and came in at 180lbs.

difference between making a effort to cut weight by not eating well and training

Pac eats what he likes steak/chicken/rice pasta and does not care about portion sizes and eats 7 meals a day all he does is train and that naturally gets him ready he does not need to do more than that for his weight

Besides the heavyweights I think there were generally about three guys who weren't cutting weight: Mayweather, Pacquiao, and Donaire. They all cut lots of weight at the beginning of their careers but kept moving up until they didn't have to anymore. Also, Rigondeaux might not be cutting weight and now that Ward has moved up to light heavyweight, he might not need to cut weight either. Oh, add Hopkins and Roy Jones to that list too. It also wouldn't surprise me if Roman Gonzalez wasn't cutting weight, because he's a pretty normal size for flyweight. But in general, all the champions cut ten to twenty pounds of weight; so that they come in with advantages over their opponents.
