Unbiasedly, yes, the man is an ATG. Though I think a few fighters out there can beat him in his division it is only an opinion and we will have to wait and see. But currently, having his past fights to go by, he is an amazing puncher. And yes boxing has room for the punchers as well as the technical boxers. A people's champ, a warrior, he will likely have his day with someone a little better than him, maybe next fight who knows, but there is always someone better than you for any ATG. Personally, I think Guzman can beat him. It would be on points, people will hate to see it but I think Guzman would run circles around him. Does this make Guzman an ATG. No, because in ten years from now people will be pulling up Pacquiao videos on youtube rather than Guzman. A legend is a legend.
