He doesn't have to. No need to. Floyd's "retired" again.

But the problem now is that as soon as the fight was killed last time, mayweather immediately said there would be no more cutoff. So now pac can say i agreed to what floyd wanted which was 14 days but floyd already said it wouldnt be a cutoff in the future. Hopefully he dont remember saying that.

The only reason that he said yes to the 14 days is because he wanted the fight to happen. Rejecting the idea of taking a drug test because you're accused of using drugs is reasonable. Pacquiao has passed all the test given to him and if he was using some kind of substance to get rid of PEDs it will show in any urine test. He doesn't have to prove anything to Mayweather.

What does Pacquiao being "FOTD" have to do with the negotiation?

Well, both sides have been quiet so let's hope that this fight will actually get made.

because by saying no to the fight the last go around. He pretty much got every thing he wanted with exception to purse bid. 1 he got a win against a game opponent that helped his standings in in his running in the phillippines. if he fought in march there was a better then good chance he may have lost to mayweather which probably made him lose his running in the phillippines. plus roach said they needed extra time to train to go up against some one of mayweathers calibre, in comes clottley which helped them train for a defense first fighter. Second the whole PED fiasco by saying no not only was it self serving to pacs camp not to be bullied it also made pac look like he did have something to hide. making it a perfect environment to gather more fuel to the fire and build up a case. 3rd it scratched out another game opponent for the running in mosley which may have turned out that mosley won but probably thats better for pac also. 4 Arum hates floyd and wants to milk as much of pac as he can becuase after a mayweather fight thats it. pac may have lost or have won in each senario arum loses. if pac lost their goes his goose unless there was a rematch, and if he won pac probably would have retired. Now the fight is a bigger event with people wanting to pay probably more for the event. but he would now have to give way in the purse negotiations.

mayweather just also said hes retiring for another 1 or 2 years. So even if pac agrees to no cutoff you will say he agreed when mayweather decided to retire again.

In the end its just mayweather ducking pac.
