He's great, but he's not even close the Sugar Ray as a Welter, its too early to say "all time" when he's still an active fighter, he could still claim the title with many more achievements, he's the greatest active boxer at the moment I'd say, but I don't think still he could beat Floyd, and it pains me to say that because I'm not a Floyd fan, he beats Floyd and he gets much closer to top 10 of all time.
