No, but he is the greatest in the world right now and he will be sorely missed when he leaves.

He defeated and destroyed a prime Marco Antonio Barrera. 2003 Barrera was considered a top P4P guy.

not unless you have a full grip on the career and achievements of all the other greats should you even touch on ranking them, lest you do them injustice. remember that all greats did something great for boxing.

One of the best in my time.

Tyson and Pac dominating the sport like no others I've witnessed.

He's perhaps the best-managed fighter to ever live.

Same as Lacy vs Calzaghe - what he was considered at the time was not what he eventuated to be following.

Every single one of Pacquaio's biggest wins that were decisive (i.e, not Marquez) came against opponents who either retired their very next fight or continued to have a lacklustre career.

    NO.

He's not. Boxing existed before the year 2000 and there are victories that dwarf Pacquiao's best wins put together.

He's great, but he's not even close the Sugar Ray as a Welter, its too early to say "all time" when he's still an active fighter, he could still claim the title with many more achievements, he's the greatest active boxer at the moment I'd say, but I don't think still he could beat Floyd, and it pains me to say that because I'm not a Floyd fan, he beats Floyd and he gets much closer to top 10 of all time. Right now he's the best, but things can change fast.
