Is Mayweather-Pacquiao, historically speaking, the greatest fight never made?

Was there any other BIG fight that couldn't be produced?

    Pryor/Leonard?
    Dempsey/Wills?

It's definitely up there. Even accounting for colour bars, world wars, boxing politics and mob control, the best fighters of an era generally fought each other.

Off the top of my head (excluding sequels)

    Sullivan-Jackson
    Dempsey-Greb
    Robinson-Burley
    Lewis-Bowe
    Robinson-Cerdan
    Sanchez-Pedroza
    Hamed-Marquez
