Nonsense. Inoue couldn't make 115 anymore. All three are welcome to go up 3 pounds and fight Inoue there. It's far easier to gain than lose 3 pounds. All 3 guys have kept Inoue's name out of their mouth... And for good reason.

Boxers are not required to give up their weight class to chase a boxer who ducked them. The same way Margarito remains a duck ribbon on Mayweather resume, Estrada is Inoue's Margarito. RG and SSR are in the grey zone (Amir Khan, Kostya Tszyu & Paul Spadafora), an excuse can be made.

Roman Gonzalez fight is depleted, because Roman is a smallish Minimumweight who fought as low as 103lbs
SSR might do it although he has history of losing in Japan.
Juan Fran Estrada is a modified JMM-RMM. His style will allow him to fight at peak level for another decade. The real threat to Inoue, besides Rigo of course

Estrada wasn't a champion when Inoue was at 115. And he never called Inoue's name.
In 2016, Chocolatito received an official offer from Inoue, but turned it down due to his lack of name recognition and opted for Cuadras.
In 2017 he received another offer from Inoue and the fight was set, but the fight disappeared after he lost to SSR.

Possibly. Right now no. He only had so-so run in 108 and 115. His career only just managed to take off lately.

What would beating 40yo Rigo prove at this point?

SRR is a much better matchup thats guaranteed fireworks

Inoue is borderline HOF already. He has had 14 world title fights all won dominantly. Most in fact brutal KOs against very good opposition.

Next should be unification with Casimero and the winner of Oubali/Donaire.

I hope Oubali pulls of the upset. Would be a good fight against Naoya and he has already beaten Naoya Inoue's brother Takuma as the Donaire/Naoya Inoue chief support in the WBSS final.
