If he beats Tapales for two weight undisputed and perhaps chases even more titles at featherweight, we're talking about potentially the best fighter of our generation.

If he loses to Fulton and he retired after no. If he loses and goes back to 118 and cleans out again with names like Bam Rodriguez etc, then yeah, he'd be an 118 ATG. He could have also just stayed at 118 and cleaned up for years like Wlad did and been an ATG.
Losing to Fulton doesn't impact or take away what he's already achieved. It just means that he went up one weight class too far.
