I agree with this viewpoint.

Pacquaio has accomplished crazy things, made all the more wild by his advanced age for a small fighter. He has also fought everyone, and ducked no one.

He is too much of a polarising character (for some reason) in his era - but people will miss him when he’s gone - and once the dust has settled and people have moved on and are looking back, he will be universally recognised as one of the best to ever do it - based on achievement and attitude. He will be unanimously respected in the manner someone like Duran is now.

It’ll just take time for the passions and polarising viewpoints to settle down in my opinion.

If he’s not viewed as top 10, he’s top 15. The stats are hard to deny, historically.

No, but I wouldn't tell someone they shouldn't put him in their top 10 ATG- A fighter's record is only as great as the era that knows of their opposition. We can't rate eras with no film, we just have to respect what they set into motion.

And I think too much stock is taken on him breaking a record. Lots of records exist, how does one rate Pac's record as the GOAT of all records set in boxing? There are a few records never to be broken, but is that a standard for determing GOAT? WHat record did U break, or how much ass did U whoop that allowed the writers, the fans to say- He cleaned his division out. That is my gold standard on electing ATGs on my list.

How does one leave their 1st weight class on to their 2nd, 3rd up to his 8th...but failed to unify a single one of those 8 divisions he campaigned at? And be called a TOP 10 ATG?

I agree with you. As you rightly point that is not to denigrate Pacquiao his outstanding accomplishments speak for themselves. Also there is a question mark about whether he was doing anything funny moving up and retaining his power
