Interesting list. Personally I rank both Pacquiao and Maywether in the top 10, where I don't think boxers like Mickey Walker and Ezzard Charles belong. But then again, my criteria are completely different than yours. I take into account 3 major factors: achievements (titles won, opposition that they faced/resume, records, etc) which amounts for 50%, peak form and impact on the sport, which amount 25% each. And when it comes to a boxer's resume, I feel that wins over great boxers/ATG's who were past their prime are irrelevant. For example, when assessing a guy like Ali, I feel that his win over a 46 year old Archie Moore is worthless, given how old Moore was. In the same way, I don't take into account Berbick's win over Ali, or McBride's win over Tyson, etc

He's somewhat clearly the second best fighter of the last 20-ish years. Historic weight climbing and stampede through the divisions. Fought a lot of HOF'ers. Won more often than he lost. I've said since I made this account on this site that Floyd and Pac were both top 20 ATG's even then and that this forum will look strange to future generations when they see so many people at the time ranking both outside the top 30. Or they rank one in the top 3 ever but the other is down around 40 or 50, like, c'mon folks cut it out. I do hate overrating anything in the present but folks were late into putting those two careers in historical context. It should have been easy to do. Because they stand alone above their peers.

Yep. He's got a resume as good or better than anyone. Ezzard Charles - Louis, Walcott, Moore, Bivins, Burley, Maxim, Yarosz, Overlin, Marshall, Christoforidis, Lesnevich At least as good as Pac and May. Manny Pacquiao- Marquez, Morales, Barrera, De La Hoya, Cotto, Bradley, Margarito, Mosley, Hatton, Ledwaba Floyd Mayweather Jr.- Pacquiao, De La Hoya, Alvarez, Castillo, Corrales, Mosley, Cotto, Hernandez, Marquez
I look at is as fighters you fought, quality over quantity. Longevity, how well you fought when your teenager, twenies, thirties, fourties and some even fifties. Achievements inside the ring. Your belts, fighter of the year award, fighter of the decade award. Accolade by your peers. Having said that in time pacquiao will be there in top 10. His whole career has always been proving people wrong, more often than not he has done it.
There's more than ten guys who have a case for top 10, and Pac's certainly one of them. At that level it's all about the personal preference of the ranker, every fighter in the conversation has unique achievements.
I don't see their records as being good enough, they've lost too many fights. They're top 20, but not top 10.
Pac and May's resumes are better. And it's not just the names on resume, it'a also about how many fight you won/lost and when. I don't see Charles's win over Louis as impressive since it was not against a prime Lewis.
