Probably Marvin Hagler. Not only could he box from the outside and apply pressure in a brawling style, but had the power that Whitaker more or less lacked.
Whitaker was one hell of a boxer and probably the owner of "Best ever highlight reel" on YouTube. Looked unbeatable at 135 until he got screwed against Ramirez. Love watching his movement in fights.
Id have to say Marvin Hagler....in his prime in the late 70's and early 80's he did it all. Could box, bang, use his jab and movement to offset aggressive types and his ability to cut of the ring and bodypunching to halt a slickster. Whitaker was perhaps the trickiest defensive fighter of all-time, no disrespect to Pep and others. He could do it alll as well but Hagler had a better chance at getting a when after being beaten most of a fight. Whitaker showed he could as well against Hurtado. The greater fighter is Whitaker, the most complete is Hagler.

Whitaker all the way. Hagler had many losses and learned from each loss, but Whitaker was undefeated in my eyes and that Hurtado fight was unbelievable. The Hurtado fight was his real last fight. Oscar and Tito did not fight the prime Whitaker and Ramirez most definitely should not have been given the win. The Chavez fight was B.S. Don't get me wrong, Hagler was great towards the middle on up of his career. Whitaker was a talent in the beginning and then a superstar throughout the rest of his career. I actually did not like Whitaker's fighting style and learned to really appreciate his great talent. I just wished he and Camacho would have fought at 135 and a Meldrick fight.
I don't know if I'd call 3 (2 of them controversial) losses as being "many". I probably lean towards ranking Pernell higher than Marvin all-time, but I think Hagler was more complete.
I know some of you guys will get all ***** hurt but fukc it Im gonna say it anyway, Hagler never ran from his opponant.
Hagler was better than Whitaker, but that's only superior southpaw I can think of. Put Sweetpea against today's top southpaws in any division, like Pacquiao, Calzaghe or Wright, he'd pick them apart.
