No, Because a young George Foreman would be too passive and would have sold grills on infomercials

The style change in the 2nd career worked to cover the defensive gaps for his deteriorated speed and reflexes but I'm not so sure that it would've helped Young George. Gil Clancy tried to make Foreman more patient and iron out some of the idiosyncrasies in his style and he just wasn't as good.

Wow Big George would be a alltime top tough one for sure, he would have that cross armed defence he had developed and really kept him upright vs Holyfield, his famed ability to take a punch, and record of giving one 76-5 (68 by ko) he always had that nasty 80 inch jab, that was a weopen in itself. Thank gawd he did not use it more often in his younger days, Give the poor guys at least a 1 % chance lol.

The real question is: "Would such a Foreman beat Ali (in my opinion - he would)?".
A Foreman like that wouldn't have gone up against Jimmy Jung like that, and he would have won; I am much more convinced than Ali.
Would a Foreman like that be the GOAT? I'm not sure; I don't think it would.
If he ran into peak Larry Holmes sooner or later, there's a good chance he'd lose.
So the GOAT, in that case, remains Joe Louis.
And the final answer to your question is - no.

If he had a knack for learning what Moore had to teach him I doubt he’d have ever lost on an even a bad night in his time.

It didn't get scrambled by all the punches that penetrated his 'impenetrable' cross arm defence.
