No...seriously I no idea what you're trying to imply? Who "holds their head below their opponents belt line"?
It said... duck so low that your head is below your opponent's belt line" I have never actually seen a fighter get called for this by the ref. I've seen fighters from "Sweet Pea", Paez, to Mayweather and Martinez get away with it. Maybe I'm tired and not thinking straight, but honestly I' never seen a ref bring this to a fighters attention.
Yet you see the ref stop action and even warn boxers for all the things you mentioned, including pushing...so it doesn't depend at all really. Amateur rules are different to professional rules, not completely different...but watch if an amateur pushes their opponent away, the ref will step in immediately, because it's usually to stop the other person progressing.
It's happened a few times in major fights / recent years, but only when the fighter was losing badly, not returning many punches, and the ref was looking for an excuse to stop the fight.
I know Mayweather get's accused of doing this quite often so last night I started watching the Mayweather vs Marquez fight just to see if I could catch it. It was late so I watch only watched like the first 4 rounds, and yeah Floyd did it at least once in each round. He's real slick and quick the way he does it. He bends low to the side of Marquez below the belt line. Mostly on Marquez left side. I really had to rewind and use the ropes as a referance point for Marquez belt line to see how low Floyd bends down. I admit he really gets away with it. A friend of mine pointed out how Martinez did it against Williams and Pavlik a couple times. I'll have to rewatch those fights to see. Maybe they don't get called out by the Ref because they are not making contact with their opponent, like a shove, elbow, headbutt...But still it's in the rules as an illegal move. I do recall Whitaker would crouch down very low, below the beltline and never got called out, least I don't recall. I really had no idea that was an actual rule. Maybe it sould get scratched since it never gets enforced. :think
For those quoting boxrec, where exactly are those rules coming from, there is no citation. If you check the actual regulations of the bodies regulating the fight (WBA/IBF?) then there is no mention of pushing anywhere that I can see. Anyone know which other rules were applied for this fight?

Thanks for finding it in the fine print. Makes sense though. Otherwise a guy could just simply push for the entire 12 rounds (some might say 'just like Khan did').
Pushing is by the exact letter of the law illegal (as is clinching) but it is generally understood that pushing a fighter is necessary at times, especially if an opponent is coming forward and low. That is why nobody gets called on it often. Come to think of it, I can't recall the last time I saw a deduction for pust. Just to note though, this does not excuse Khan's post-fight whining.
atschYeah I asked for that. So, to correct my earlier failing.... ...when was the last time somebody was given a deduction for pushing?
Cotto's last fight against Kamegai he pushed a lot, especially when his back was to the ropes and he needed space to pivot out to the left and right to get away / throw punches at an angle. Ref didn't see it much from where he was standing ( behind kame ) and someone doing commentary actually said something about " veteran fouls " and how he was getting away with it. Edit: Didn't realize this was from 2011. Necrothread, rise my child.
