What we call 'punch drunk' is actually the early stages of Parkinsons. Parkinson's is caused by a lack of dopamine in the brain. This lack of dopamine is caused by; 1. aging - dopamine levels naturally decline throughout life. If we lived to be 150, we would most certainly get Parkinsons. 2. Genetics - some people are born with low levels of dopamine but, do not display any effects until the aging process takes their levels down. 3. Environment - either a foreign substance or repeated head trauma kills the cells involved with dopamine production (see Ali)...
You're a little off base. The speech centers of the brain are in the cerebral cortex; damage to them will cause "punchiness".
