I feel like he was very good below welterweight and was a decent contender at welterweight. If he is just judged on his 147 achievements yes he is underrated.

Yes. He’s remembered too much for becoming a brawler/declining fighter post Mayweather. He was a skilled boxer with good length in his mostly forgotten prime.

Yea Robert had a very nice run prior to his welterweight days. His best win at 147 was Berto. Other then that he beat Martinez and Kamegai (in a good fight). Loses at 147 were Floyd, Thurman, Garcia, Peralta (which was not a good look) and Figueroa Jr. So for me, below welterweight yes he was underrated. At welterweight not so much

He's neither under not overrated. He's just as he is — decent boxer.

Underrated by....? Hard to tell, seeing as no one really rates him, nor talks about him. But back in the day, he was a favorite of mine! He had the skills to box, or he could brawl. He was tough, but just didn't have the biggest punch. I oft wondered if moving up too quickly was the issue.

Oddly enough as well, all his division titles, like 4 weight classes(?), he's never been the recognized division world champ of any.
