Yes, but you don't attain ATG status by "doing well" against de facto ATGs. Roger won belts because there were plenty of them floating about and he never had to beat any real champs to get them. He was a poor man's Thomas Hearns at best. Fun and exciting to watch (I was a fan), but I don't know how anyone can justify giving him ATG status. He was nowhere near that.
He is not ATG or HOF. He does not deserve either. He lost to Chavez twice. Whitaker beat him. Freddie Pendleton knocked him out. Rafael Pineda knocked him out. The best win I think he had was Vinny Pazienza, but that does not make him HOF or ATG or Haugen would be there also.
