No. Winky will be remembered as a great fighter and one of the best ever at light middleweight, but not an all time great. I'd rank him somewhere in the top 150-200 fighters of all time.
Same boat as Mosely, Eubank, Benn, Tszyu and others in this class of high level elite, but not enough to be ranked an ATG. A 'great fighter', a lock for top 10-15 of his era, but not an ATG.
In all honestly, he deserves the status probably as much as Toney. Not top 100, but top 150. Toney is a bit higher though likely.
When taking into account that his loss to Hopkins was past his best, and past his best weight, you must do the same for his wins over Quartey, Tito, Mosley, etc. And no, there have been posted lists of top 100's with at least as credible fighters as Wright. Had he beat Hopkins, he'd have been in there.
