Even if you saddle the 1st Pac encounter with a bold asterisk, it should be still born in mind that even though Pac deserved the nod on the night Bradley still ran him very close. That wasn't the 118-110 rout some Pac fans would have you believe. I had it 115-113 Pac, same as Duane Ford.
This is a good question. He definitely is on the border of being worthy, if not already. I think sometimes when a boxer like Bradley does everything very well, but doesn't blow people off the ring apron with power, or outslick people with blazing speed, then they get overlooked. He is right there IMO, and just waiting for one more signature fight to stake his claim.
I'd say yes, with the Provo fight the deciding factor. Nobody who saw that fight will ever forget it.
