To rest on one's laurels means to be satisfied with one's past accomplishments and not put forth any further efforts.

    If so:

Fury is not the undisputed heavyweight champion.

He's certainly become a Tiresome diva after his wins against Windmill.

No. It's even simpler than that. He is a special type of greedy coward. He takes the least amount of risk for the highest amount of money. He only takes risks if he has nowhere else to go (Klitschko = Fury's career was going nowhere, twenty-something fights in, still mostly fighting in dingy clubs against meh level opposition, he simply had to take what at that point looked like his only ever shot at a world title; Wilder = he was in the rebuilding phase in his career following a PED ban, and still he ducked Joshua to go the easier WBC route since beating the Dosser was obviously more likely and easier than beat the then-still-unbeaten, ferocious unified champion Joshua - so Wilder wasn't really risk-taking, it was still the lesser risk than facing Joshua).

Which of the 9 Tyson Fury’s are we talking about?

Fury is like that character from the movie Split and one of his personalities is The Beast.

He seems to be somebody with the drive to get to the top but doesn't have the drive to stay there.

Really his career has had 2 peaks. Beating Wlad and then Wilder 2. And then he stopped taking care of himself and tailed off badly both times.
