15th-20th isn't bad, I was under the impression you might have had him higher. He's got a lot to do at his age, and one or two injuries could halt him to a stop. The problem he's got apart from a lack of opponents to help him is the fact his brother is also holding belts. His reign would look a lot better historically when people look back and they see this guy dominated all comers and was the true heavyweight champion of the world, even if his opposition was somewhat questionable it would be hard to argue achievement wise. As it is he appears like a beltholder who beat sub-par opposition. We all know he's a lot better than that but circumstances conspired against him and made his case difficult.

Ali was 34 when he regained the championship back from Foreman, that was hardly the best Ali, but it does speak quite a bit of how great of a fighter he was. Foreman may have gassed but he also admitted years later that the punch Ali hit him with was a "doozy"
I believe both Vitali & Toney claimed they only took drugs to quicken the healing process. The main difference is Vitali was very young & made a mistake, Toney was older & supposedly wiser & he did it twice in the Pros, even after it cost him his belt & a bit of his legacy.
Vitali is top 20 legacy wise but much higher head to head. I think any reasonable person would agree. I can think for myself either way.
It's all good. He got all upset that I interrupted his circle jerk in the classic forum...................:yep I think he was one of those guys saying that Tyson would've Ko'd Vitali in a round or less.
Along with some of the lists I've seen posted, Jess Willard could quite possibly beat Vitali as well.
