he should fight only bums until he can get fury or klitchko or whichever Brit is most hyped in 2 years. He needs a big pay day. That pay day gets cut in half if he loses to a young dangerous prospect. He is limited and I think his people know it.
This I can understand. He has the backing so money is not a problem. I really don't know why. 36 fights now, he is beyond the learning stage in his career. Time to get all the belts. He does not have the luxury of moving up or down.
He is the minor league champion. He is the triple A champion of boxing. To create the "title" that Wilder holds, they matched up a guy who got stopped by Demetrice King (Stiverne) agaisnt a guy he has already beaten (Arreola). It is a minor league championship. Hope this answers the question.

It is doubtful he will ever get all the belts ... It would take a few upsets. He has a belt which is enough to market him as an undefeated champion. Certainly becoming the lineal champ is more important than getting another alphabet belt. I doubt his people are concerned with unifying - the goal is to cash him out before he gets exposed. No risky fights until a big money fight. I was surprised they took the risk with povetkin. I would have had him fight a few more cans until a bigger payday with haye or fury could be made. Who really knows - it's boxing. Btw - I rank wilder aimewher in 5-10 range for heavies so I by no means think he sucks.
Wilder is getting old. The "learning" excuse was shot years ago. He simply knows that the first decent boxer to land hard on his chin, will shatter it. He was supposed to be fed to a high-earning champ like Wlad or Joshua or fury after his diet of bums. Apparently he doesn't even want that. He doesn't even want a payday. From what he has shown repeatedly, he'll probably continue to smash cans until the day he'll retire. There are already a lot of "fans" drinking his marketing. He'll probably go for the 50-0 record or something.
