His speed is far superior to anyone 240+ to ever lace em up. If you don't think he has fast hands you aren't paying attention. Workrate is average, yes.

No, of those three Foreman most certainly is not (he is strong as an oxe though... and perhaps the strongest HW ever...). Ali.... hmmm.. I think Wlad is as or perhaps even slightly more physically gifted. But Ali was mentally much stronger, and a much more natural fighter. So Ali would beat Wlad 19 out of 20 times imo.
There is no doubting that he is up there as one of the most physically gifted Heavyweights. But do you not think that he has had to work on a great deal of his athletic ability? I mean, your question is, Is Wlad the most naturally gifted athletic HW ever? Naturally being the important word. He is not exactly smooth in his movement (although, not as robotic as people claim either). He is fast, powerful, gets good drive on his footwork...but all of these things have been worked on, and crafted to benefit his current style IMO. There is no doubting that he is athletic and physically gifted. But naturally one of the best? Not so sure.
I bet if we looked at vids of them performing road work, sit ups, balancing, etc. Joe Louis beats him by a mile. Tyson, Ali, Patterson for sure. I'm not sure he's particularly more athletic than Frazier, Tunney, Johnson, Schmeling, Jeffries.
