Isn't it ironic that the only heavyweight champions WBC ever stripped were Leon and the man he faced

Tyson Fury will soon go two years without a legitimate title defense, and it is quite unlikely that WBC will strip him. Wait, when was the last time WBC really stripped anybody? To the best of my knowledge, the last man was Leon Spinks and because he gave Muhammad Ali a rematch instead of fighting Ken Norton. And the man who was stripped of his title before Spinks was Ali himself.

Or could you make a case for Holmes?

There are no good guys among the alphabet types but the WBC are the original, self appointed thieving Mr. 10% crew. They may strip Fury now as the response to this situation will hurt their laughable brand.

WBC prior to the Ngannou bout stated (paraphrasing): we will not get in the way of Tyson's plans because he would beat all the contenders anyway.

And Suleimans were Don King's dogs. That's their legacy.

Holmes was about to be stripped but got in first.

But I do think the WBC lost a lot of credit as the true "Title" belt when they strip Leon for his title fight rematch vs Ali and handed it to Norton. That would be like if Tunney got strip of the belt because he gave Dempsey a chance to regain it, or Marciano losing the title because he allowed Walcott a rematch ete. Ali was champ. He should have been giving his chance to regain it like most past champs did.

He wasn't stripped of course but Big Daddy famously shoved the WBCrap belt in the bin.

Ali was stripped twice, the first time after refusing induction into the armed services, resulting in his suspension and losing his license.

But this is just heavyweight. Roberto Duran, Carlos Monzon, Davey Hilton Jr, Miguel Cotto and many, many more have been stripped by the WBC at various times for various reasons. Trying to look at this through the singular lens of heavyweight is kind of silly.
