I repeat, impossible! Rocky Marcino defended his title twice a year on average, and all of his title challengers were ranked in the top two by Ring Magazine. Today politics would make it impossible to arrange such fights. If our modern champion found himself in possession of all of the belts, he would soon get bogged down in mandatory defenses. One sanctioning body would insist that he fought a guy ranked #7 by Ring Magazine, and then another would insist that he fought somebody ranked outside the top ten. When he finally got a voluntary defense, negotiations with the Ring Magazine #1 might fall through, or he might get injured, and then the title shot would go to somebody else, and the window of opportunity would get lost. If our champion then decided to drop some of the belts, he would have more freedom selecting his title challengers, but may of the top contenders would scramble to grab the belts that he had jettisoned. This in turn would get in the way of matching him against the #1 and #2, because they might choose to go for one of the softer belts first. Any criticism of Marciano's opposition, should be tempered by this consideration.
No one should challenge that he beat the best offered during his short window at the top. But no one should confuse that snippet of heavyweight history as offering a broad spectrum of talent. It was primarily smaller, older guys trying to take advantage of a vacuum in the division. That said, all respect to what he did in the time he was around.
