Ward has the most accomplishments.
Ward sells more tickets.
And to top it off Ward has a bigger "staff" than Kovalev does.

Ward is the A-side by literal distant measure.

 

Ward is the newcomer to light heavyweight, and is just 3-0 since climbing up. Of that brief tenure he only has one conquest of a world rated AND qualitatively respected contender (Barrera). He also holds exactly zero world title belts at the weight.

Kovalev is meanwhile the all-but-completely-unified light heavyweight champion, seen by most as 'the man' even without having yet knocked out Adonis Stevenson to add the WBC to his collection, is a pretty big ratings draw, and is 9-0 (7) in consecutive world title bouts at the weight.

Pretty sure Kovalev is the obvious A-side here.

 

Overall? Debatable. Even if he were, this is a what have you done for me lately sport and the S6 was a long time ago.

That only illustrates how criminally his management treated Kovalev in his early days in the pros.

Kovalev went from total obscurity to pretty much the most in-demand commodity on HBO that isn't GGG in the blink of an eye. Ward has been a hyped up household name since even BEFORE his career peaked (during and shortly after the S6) as he was an Olympian and frequently nationally-televised unbeaten prospect ...and his numbers of late, from memory, are not as good as Kovalev's. And even if they were slightly better, given the above circumstances, that's a pretty clear W for Kovalev in terms of drawing power.
