In my opinon I believe if Mayweather and Pac don't fight its Arums fault. Arum has the power of persuasion to make Manny agree to take the test (no strings attach) but despite all the money thats involve, his pride is what stands in the way of the fight taking place. If Arum agree to Mayweather terms, and Floyd beats Pac, Arum would have lost twice to a guy that he can't stand. 1. would be getting suckered into fighting on Floyds terms and 2. Would be his pride and joy, fighter losing to Floyd. I don't think Bob will let that happen, even with all that money on the line.
But if Pac beats Mayweather, then his pride and joy would be beating his nemesis. So it goes both ways. As far as drawing blood right before the fight, Arum can't convince Pac to flat out accept to do something he doesn't wanna do. He couldn't even convince him to take 50/50 with Hatton. I think Arum has already convinced Pac to compromise on the blood testing with a cut-off date.
