No networks would pick it up. So if it wasn't PPV you wouldn't get to see it anyway. Its PPV for the people who want to see it. If you don't, then don't, nobody is making you pay for it. The amount of good non-PPV bouts on both ESPN FNF and HBO BAD have been incredible this year. So no, its not getting pretty bad with PPV.
I bet Friday Night Fights and other networks would have picked this up. I just don't see the point in charging thirty bucks for it (or however much it costs), when that pretty much assures that only a half dozen people on the planet, including Tua's parents, will get to see this damn fight. If he wants to put his name out there again with the general public as a serious contender, this is a shitty way of doing it.
Say you watch 12 major fights in a year costing $600! That is AWFUL! What mainstream fan is going to spend $600 a year just to keep up to date with Hatton-Mayweather, Cotto-Mosley etc
