We have seen defensive fighters fighting at the high level and winning but someone like Pacs style they usually done by 35

If Pac beats Thurman at this stage in his career it would be one of his greatest wins given the circumstances

He is just an athletic freak, but! It's not as simple as: "Pac is 40, so this shouldn't be possible."
Pac has slowed down over the years, but is still competing at a very high level. I think it has a lot to do with his style, dedication and experience and occasional inactivity.

Pac has had a lot of wear and tear, but also plenty of time to recover. For the most part, Pac has been fighting twice a year for more than a decade now. In 2013, 2015, 2017 and 2018; he only fought once each.

His style is very much based on his athletic abilities. This is where his dedication comes to play. When in camp, Manny still pushes himself to his limits. Even in old age, boxers don't loose all that much. Stamina, hand speed and reflexes are the ones to slow. Pacquiao is still able to throw a lot of punches, his hand speed is still world class and his reflexes are not his main line of defense or offense.
Of course there is his chin. But Manny is a freak so no wonder he is still though as hell.

And lastly the experience. Manny had already cemented his greatness and HOF status(around 2006) before any of the current top Welterweight made their pro debuts. Just think of all the camps, sparring and in ring experience. This of course goes full circle back to his athleticism. Pacquiao has been in peak condition since the late 90s. He has kept on building and rebuilding that body. His foundation is exceptionally sound and strong.
They say the first marathon is hard, but once you do it, the second one is a lot easier. This is true about any physical activity. Muscle memory is a heck of a thing.

PacMan is clearly washed-up. But due to how poor this current welterweight division is, combined with PacMan's own technical skills, a handicapped Pacman can still make-up for his deficiencies in old age, with his unique technical skills.

It's almost like seeing a guy with one arm tied behind his back, beating another man with just a single arm due to the gap in skills as the one armed guy's single arm is better than both arms of his opponents put together.

This is the situation PacMan is currently in!

Pacquiao's also been a part-time boxer since 2020. That's scary. If he focused solely on his boxing career, he'd have done (incredibly) even more. And he's played professional basketball over full seasons in the Philippines. Unreal work ethic. He probably sleeps 3-4 hours a day.

It's probably good that he is not always boxing. I doubt he could have done more. More would have meant more wear and tear on the body and mind. It does however seem that he is always working, so he is top physical shape. If he were in the boxing gym 24/7, it would likely take a toll.

And I doubt that he sleeps only 3-4 hours. No one can manage that. Very few can do only 5 hours.

    He's an ATG
But the younger top-rated guys should be beating him anyway. If they can't beat a 40 year old who's been in all those hard fights, they must be a bit crap. Regardless of how great Pacquiao is/was.
